How to deal with bad relays - status quo

Handling potentially malicious relays is a team effort shared by the network-health team, the directory authorities and other stakeholders. This document describes the current expectations from both the directory authority and network-health side, which we'll use later on to build a proper bad-relay policy:

  • 7 out of 9 directory authorities typically apply the proposed commits by the network-health team in a way that the necessary majorities are achieved and the changes take effect in a timely manner.

  • The remaining 2 authorities do not apply any reject/badexit/middleonly etc. rules.

  • In case of larger proposed changes to the Tor network, the network-health team is giving the directory auhority operators a heads-up about the upcoming planned commits and provides pointers to discussions on Gitlab etc. If needed, those proposed changes are discussed during a sync in order to get everyone involved on the same page.
